She advocates for large industrial consumer coalitions and data centers in electric utility rate proceedings, service quality matters, certificates of public convenience and necessity, demand side management programs, and rulemaking proceedings. Her practice extends beyond contested proceedings to include electric utility resource planning at both state and regional levels.
With a growing shift toward alternative power supply solutions, clients appreciate Abby’s strategic regulatory counsel to structure and negotiate complex power arrangements, both on a behind-the-meter and remote basis. From her extensive experience representing the regulatory needs of both large load entities and non-utility generators, Abby co-leads the firm's Electric Power and Data Center industry teams.
Abby also represents consumer interests in state legislative affairs, advocating before legislative committees on behalf of her clients. She draws on extensive knowledge of the Federal Power Act, the Public Utility Regulatory Policies Act of 1978, state and federal regulations, and electric utility tariffs to help clients advance both renewable and dispatchable generation projects.
